SECTOR OVERVIEW
Our Environmental Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in renewable energy, oil & gas, transportation, and manufacturing industries. With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects.
POSITION SUMMARY
We are seeking a Project Manager with significant field experience to join our Permitting, Planning and Licensing team. Successful candidates will be an energetic, flexible team player with mid to senior level experience to join our regional biological, natural resources, cultural, and permitting team as an environmental scientist to work on projects throughout the Western Region. TRC supports a wide variety of projects, including renewable energy (hydropower/wind/solar/storage), electric transmission, natural gas pipeline, transportation, infrastructure, mining, and other development projects.
Responsibilities
KEY RESPONSIBILITIES & TASKS
Demonstrated Project Management experience including client interaction/management, costing and scoping of relevant project work, focus on effective and consistent project success metrics including on-time project scheduling, budget management, and staffing allocation.
Significant field experience as a subject matter expert in one or more of the following fields.
Biology
Botany
Rare and Threatened Species
Wetlands
Cultural or Archeological Resources
Ability to perform, construction monitoring, report writing, environmental permitting, and technical writing, as appropriate.
Maintain up to date knowledge of biological and natural resource protocols, regulations, requirements, and best practices. Candidate will contribute technical expertise to project teams.
Assist with a mix of natural resource and/or cultural related field and office tasks and assure each assignment follows the project scope, schedule, and budget.
Effectively coordinate and manage natural resources related field work for multiple field crews, direct, and support other technical staff, interact in the field with clients, stakeholders, regulators, boards, and contractors. The candidate will also be expected to complete the preparation, implementation, and/or management of proposals, budgets, reports, schedules, reviews, safety policies, quality control and invoicing.
The position will entail short-term and long-term field assignments; therefore, the candidate must be willing and physically able to travel and work outdoors in rough and remote terrain under challenging environmental conditions; and have a valid driver's license and an acceptable driving record.
Candidates may also assist other project managers with permitting and managing projects at the federal, state, and local levels.
Position is expected to require up to 30% travel.
Position will be a remote-hybrid position. Expectation is for candidate to be geographically located in the greater Phoenix, Arizona metro area.
Qualifications
QUALIFICATIONS, SKILLS, AND ABILITIES
We seek appropriately qualified candidates with a minimum of 10+ years of applicable experience with a bachelor’s or master’s degree in forestry, botany, biology, wildlife, fisheries, natural resources, wetland science or related field.
A team-focused, collaborative work style is strongly preferred.
Clear and concise technical writing and written and verbal communication skills are mandatory.
Excellent data collection skills and work with GPS and ArcGIS equipment.
Ability to understand and observe scope, schedule, budget, and quality while meeting client needs.
Ability to support business development efforts including preparing proposals, delivering presentations, and participating in meetings with clients.
Able to effectively coordinate field work, direct and support other technical staff, and interact with clients, stakeholders, and contractors.
Maintain a positive attitude and deliver exceptional client service and leadership, while sometimes working under aggressive schedules and with controversial projects.
Demonstrated experience preparing technical reports, permit applications, and mitigation monitoring plans.
Candidate will have familiarity with key environmental federal and state statutes and regulations including the U.S. Endangered Species Act, Migratory Bird Treaty Act, National Environmental Policy Act (NEPA), Clean Water Act, Bald and Golder Eagle Protection Act, and other relevant statutes and regulations.
Demonstrated experience with their relevant field of study including policies, procedures, methodologies, protocols, and local, state, and federal agency consultation, and their requirements pertaining to candidates’ field of study.
Experience with one or more of the following agencies: U.S. Army Corp of Engineers, Bureau of Land Management, U.S. Forest Service, Indian Lands, and U.S. Fish and Wildlife, or other Federal and State Agencies.
PREFERRED QUALIFICATIONS:
Relevant state, agency, or federal certification (e.g., PWS, USFWS species survey certifications, etc.), or the ability to obtain such certification.
Knowledge of the following: Southwest flora and fauna, plant species identification, wetland field delineation, natural resource inventory, construction-related erosion and sedimentation control practices, post-construction restoration monitoring, and wildlife habitat assessments.
Preference will also be given to applicants that have experience working in multiple sectors: e.g., renewable energy (wind/solar/storage/hydro), Oil & Gas, Mining, and Electric Transmission sectors.
Solid experience in one or more of the following states Arizona, Colorado, New Mexico, Nevada, Utah, and/or Wyoming state and local permitting and siting is preferred.
Demonstrated ability to mentor junior staff and project managers to encourage their professional development.
In accordance with local law, the following compensation range is applicable for the job and location associated with this requisition: $75,000 – $105,000.Compensation will vary based upon experience, education, skill level, and other compensable factors.
