Description:

Citi’s Functions Technology is responsible for delivering Technology solutions to Citi's Functions organizations. Functions Technology's mission is to optimize Citi's Technology environment by delivering world class applications, driving standardization of the production environment, reducing complexity, optimizing management of systems supporting global functions such as Compliance and Risk Management, and introducing innovative technologies that provide new business capabilities, reduce the technology total cost of ownership, and create a competitive advantage for Citi.

Within Functions Technology, Enterprise Risk Technology (ERT) supports global functions partners such as Enterprise Risk Management (ERM), Independent Compliance Risk Management (ICRM), Operational Risk, Model Risk, USPB Risk and O&T COO Risk and Controls organizations. ERM covers Risk Identification, Risk Measurement, Appetite and Limits, Risk Analytics, New Activity Risk Management, Lines of Defense, Global Escalations, Enterprise Risk Management Governance.

The Head of Enterprise Risk Technology will be responsible for Technology Program Management across all the Compliance and Risk Management books of work with specific focus on regulatory deliverables and product management alignment. This Director will need to ensure proper stakeholder engagement and be the first point of escalation for program and project managers of all risks and issues impacting execution. They will need to ensure strong program and project management principles and discipline, together with solid product knowledge and depth, while ensuring adherence to Citi’s Program Management policies and procedures. The candidate will be a direct report to a Managing Director role and function as an integral member of the leadership team.

The successful candidate will have excellent verbal and presentation communication skills; the role will require negotiating internally, as well as providing senior leadership strong guidance toward solutions. The role will have full management responsibility for coordinating across multiple teams, including management of people, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.

Responsibilities:

Lead the Technology Program and Project Management with focus on regulatory delivery and product design and architecture
Present Technology Initiative highlights and updates to Citi Leadership, Board and Regulators as needed, with specific focus on risks, issues and action plans
Lead the Book of Work activities from initiation through completion such as directing and coordinating day-to-day activities with other execution partners ( i.e. scrum teams, engineers, architects, application managers, Risk partners )
Escalation contact for STLS, SMT, Program / Project managers on risks and issues
C-suite level executive level internal and external reporting
Directs the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
Ensure all Program and Project managers are properly trained and are compliant with CPPMP/CPPMS
Ensure teams are within risk appetite for Tech and PM scorecards
Manage and oversee the BOW Cross Function Internal and External plan dependencies.
Identifies stakeholders in key organizations and build and manage relationships with each stakeholders
Directs the creation of multiple programs of work and manage their alignment to business goals.
Leads the facilitation, coordination, and arbitration of cross-functional macro level topics within/across programs and with Senior Management.
Leads the identification and drive resolution of issues, including those outside established programs of work.
Works with stakeholders to ensure program scope definition meet business objectives and partner with Program Sponsor to ensure business case/cost benefit analysis is in line with business goals.
Drives adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.
Assists program team in negotiating for resources owned by other departments in order ensure the program is completed within stated timelines.
Manages a team of employees and coach and evaluate performance and make recommendations for pay increases, promotion etc.

Qualifications:

15+ years of relevant experience, with at least 5 years of managerial experience
Substantial experience in Financial Services Risk Management, including regulatory remediation initiatives; Experience working in a regulatory agency a plus
Demonstrate a consistent track record having worked as a Program or Project Manager, Lead, managing teams and large, strategic cross-functional projects.
Previous program/project management, consulting, technology and/or management
CAPM, PMP, PgMP are a plus
Solid understanding of relevant banking regulation and supervisory expectations for large complex financial institutions
Possesses an observable and impactful delivery track record on business or risk function transformation
Subject Matter Expertise in risk and controls disciplines within technology processes
Ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements.
Ability to synthesize information, prioritize business goals and drive results with a high sense of urgency
Strong ability to communicate (oral & written) clearly to both technical experts, non-technical business partners to facilitate discussions and clearly articulate findings and defend points of view amongst various groups
Passion for building great products to solve business problems
Extensive experience working closely with cross functional partners in risk management, technology and Front Line Units
Track record of managing senior internal relationships and demonstrated experience in leading sustained change and change management efforts
Working experience of partnering with Program Management Office and business stakeholders
Must be a proactive and goal oriented strategic thinker, with ability to identify creative solutions
Education:

Bachelor’s/University degree or equivalent experience, potentially Master’s degree and managerial experience
