With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects.

POSITION SUMMARY

We are seeking an Article VII/Transmission Line Environmental Permitting Project Manager to join our successful and growing Planning, Permitting, and Licensing Practice in New York. This successful candidate is passionate about their work, driven by intellectual curiosity, and strives to work collectively to best serve our clients and help create the future of our communities in meaningful and sustainable ways. They will be involved in a wide variety of energy-related projects including New York State electric transmission, natural gas pipeline, and renewable energy (wind/solar) generation projects and will have demonstrated prior experience with Federal and State siting and permitting, with specific experience in Article VII and Part 102 permitting in New York being required. The Article VII/Transmission Line Environmental Permitting Project Manager can report to the Liverpool, Clifton Park, Ithaca, or West Seneca, NY office (with an option to work remotely) and will support development, implementation, maintenance, and improvement of key permitting programs to support quality and strategic growth plans.


Responsibilities

KEY RESPONSIBILITIES & TASKS

Preparation of documents associated with, and participation in the processes of New York State Article VII and Part 102, DEC Freshwater Wetlands Program, and USACE federal permitting. Similar experience with New York’s Article 10 and Section 94-c permitting and FERC is a plus.
Preparation of permit applications, environmental documentation, Environmental Management and Construction Plans (EM&CPs), Stormwater Pollution Prevention Plans (SWPPPs), State Environmental Quality Review Act (SEQRA) documentation, and field data reports.
Develop permitting strategies and schedules, participate in public meetings, negotiate with regulatory agencies, coordinate field work, direct and support other technical staff, interact in the field with clients, stakeholders and contractors, and manage budgets and invoicing.
Preparation of clear and concise reports, procedures, correspondence, and other written materials.
Preparation of environmental permits at the federal, state, and local levels.
Will serve as main point of contact for regulatory agencies.
Review of environmental and municipal regulations to identify compliance requirements.
Development of agency consultation packages and coordination with local and regional agencies.
Abide by Company policies and procedures.
Other duties and special projects as assigned.

Qualifications

QUALIFICATIONS, SKILLS AND ABILITIES

Minimum qualifications include a bachelor's degree in environmental science, natural resources, biology, ecology, or related field, and 5 to 10 years of post-degree environmental permitting experience in New York.
Experience managing transmission line projects under New York State Article VII and Part 102 is required. Additional experience working on projects under New York State Article 10 and Section 94-c is a plus.
Experience with SEQRA Permitting, New York State DEC Freshwater Wetlands Program, Federal Clean Water Act and FERC Certificates is also highly desirable.
Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies, including New York Public Service Commission, NYSDEC, EPA, USACE, and FERC.
Excellent verbal communication and technical communication skills are mandatory.
Ability to maintain a positive attitude working under aggressive schedules.
The candidate must have a strong ability to prioritize, organize, and perform multiple work assignments simultaneously.


In accordance with local law, the following compensation range is applicable for the job and location associated with this requisition: ($85,000 to $155,000 – salary commensurate with experience).

Compensation will vary based upon experience, education, skill level, and other compensable factors.
