JOB PURPOSE
As the Senior Manager, Gender and Cross-cutting, Pooled Fund, you will primarily handle the prevention and response to ethical violations such as fraud, corruption, harassment, exploitation, and abuse. This role will be a pivotal member of the Pooled Fund Secretariat team, responsible for providing expertise and guidance to Pooled Fund Projects, particularly to the Bangladeshi NGOs (BNGOs) and the Rohingya Community. It involves ensuring compliance with CRS policy, humanitarian organisations best practices, and Donors' safeguarding requirements for prevention and response.
In this role, you will guarantee the integration of all Pooled Fund Cross-Cutting themes, including gender mainstreaming, combating gender-based violence (GBV), promoting social inclusion (including disability), and advocating for climate and environmental sustainability. The positions will focus on enhancing the capacity of programmes, support teams, and Pooled Fund BNGO partners to ensure these cross-cutting themes are seamlessly incorporated into all projects, programs, and activities. Additionally, the position will oversee regular review and reporting on these themes.
KEY RESPONSIBILITIES
Provide technical assistance to strengthen protection and safeguarding practices, gender mainstreaming, social inclusion (including disability), and climate and environment sustainability throughout the entire project life cycle.
Lead regular reviews of safeguarding, protection, gender mainstreaming, social inclusion (including disability), and climate and environment sustainability practices, ensuring effective monitoring and reporting.
Provide timely management information to the Head of Pooled Fund and PF Secretariat on the active portfolio's performance, including Key Performance Indicators.
Identify and resolve issues in safeguarding, gender mainstreaming, social inclusion (including disability), and climate and environment sustainability, applying problem-solving skills.
Support the development and implementation of action plans to address highlighted issues in safeguarding, gender mainstreaming, social inclusion (including disability), and climate and environment sustainability.
Lead the coordination and implementation of Pooled Fund cross-cutting themes, ensuring integration across all project components and programming.
Lead capacity development in the M&E/Management Information System (MIS) of national and local NGOs, emphasizing sex, age, and disability disaggregated data collection and periodic evaluation.
Build internal capabilities for mainstreaming gender, social inclusion (including disability), and safeguarding within Pooled Fund Projects with Gender Focal Points' support.
Prepare and disseminate gender and social inclusive (including disability) assessment data at national and local forums.
Develop and maintain positive strategic working relations with partners and stakeholders.
Support resource mobilization efforts for Pooled Fund projects, ensuring effective mainstreaming of cross-cutting themes.
Promote knowledge sharing and dissemination of good practices on gender equality, social inclusion (including disability), safeguarding, and climate and environmental sustainability.
Understand and promote Safeguarding champion policies, assisting in preventing sexual misconduct, sexual exploitation, and abuse (SEA).
Support local partners in mainstreaming protection throughout project stages by delivering training on protection, gender, social inclusion (including disability), and climate and environmental monitoring.
Build a project-level Community of Practice (CoP) for safeguarding, gender mainstreaming, social inclusion (including disability), and climate and environment sustainability to coordinate learning.
Encourage professional development and coordination among the gender, safeguarding, social inclusion (including disability), and climate and environment sustainability management teams and the Pooled Fund Secretariat.
Develop training materials and coordinate opportunities with the PF Secretariat, BNGOs, and stakeholders.
Maintain regular coordination with Pooled Fund teams in both Cox’s Bazar and Secretariat.
SAFEGUARDING RESPONSIBILITIES
Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the projects goals on safeguarding implementation: Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
ADDITIONAL JOB REQUIREMENTS
Knowledge of international standards of safeguarding and best practices.
Knowledge of the requirements of major institutional donor/s, including budgeting, eligibility issues, compliance management, and reporting; experience in engaging with donor/s at a strategic level.
Knowledge of the context in Bangladesh, preferably within the Rohingya Crisis.
Strong analytical and writing skills in implementing safeguarding. gender mainstreaming, social inclusion (including disability), and/or climate and environment sustainability policies and practices related to staff and/or implementing partners.
High proficiency with computers, particularly Google Suite, MS Office, net browsing, financial systems, and Cloud Computing (Google Drive / Dropbox)
EDUCATIONAL REQUIREMENTS
Masters or equivalent degree on Gender Related Studies, Social Welfare, International Relation, Development Studies, Psychology, Humanitarian or related field
EXPERIENCE REQUIREMENTS
Minimum of five (05) years of relevant advisory or management experience in safeguarding, protection, gender mainstreaming, social inclusion (including disability), and/or climate environment sustainability with progressive responsibilities.
