Overview

TRC creates and implements sophisticated and innovative solutions to the challenges facing America's energy markets and infrastructure. TRC Advanced Energy is seeking a Senior Outreach Strategy Manager to serve in a leadership role for a cross-functional team (referred to as the “customer acquisition vertical”) that consists of outreach, enrollment, and marketing staff that support implementation of the ESA Multifamily Energy Savings program - a statewide low-income, multifamily energy efficiency program in California. The ideal candidate will have direct experience developing and leading successful outreach and enrollment activities and working on marketing campaigns or deliverables. They will also have experience collaborating with other cross‐functional teams such as operations and engineering and experience reporting to program management and/or clients. Lastly, experience with utility or energy efficiency programs, multifamily properties, and/or affordable housing is highly desirable.

The Senior Outreach Strategy Manager will be responsible for implementing the customer acquisition elements of the ESA Multifamily Energy Savings Program scope of work (SOW) which includes leading the program’s outreach & enrollment team and working closely with the marketing team to complete required deliverables. They will work directly with the program’s marketing director, marketing manager, and outreach & enrollment manager to inform and implement effective strategies that achieve program goals, KPIs, and deliverables. They will operate at the intersection of marketing and outreach and work to integrate the two activities with the other program verticals and program management. This includes but is not limited to: 1) managing the implementation of the program outreach plan and enrollment strategy, monitoring and reporting program enrollment performance; 2) providing strategic guidance to the marketing team to enable them to develop effective program collateral and engagement materials that increase lead generation, educate customers on program benefits, and improve the customer participation experience; 3) managing a budget, schedule, and assigning staffing resources; and 4) ensuring marketing and outreach activities are in compliance with the program scope of work and applicable policies and procedures.

We are seeking team members who are passionate about delivering sustainable energy solutions and bridging the gaps between low-income customers/disadvantaged communities and funding sources.

The position will be located at one of TRC’s California offices: San Diego, Irvine, Los Angeles, San Francisco, Oakland, or Rancho Cordova (Sacramento). Hybrid working is currently in effect. The majority of time may be remote, but staff are encouraged to meet in local offices when appropriate and to foster team collaboration.


Responsibilities

Responsibilities include but are not limited to the following:

Providing oversight and managing progress/success of program outreach activities to generate project leads from stakeholders including affordable housing developers, property owners, property managers, and contractors for a statewide low-income, multifamily energy efficiency program in California.
Managing enrollment key performance indicators (KPIs) and working with the marketing and outreach managers to identify strategies to meet established KPIs.
Coordinating and providing final review on marketing materials, templates, outreach scripts, and other deliverables to support outreach and marketing efforts before they are delivered to program management.
Working with program management and partners to understand client priorities and then inform marketing and outreach strategies that align with the program’s goals or client needs.
Ensuring outreach staff have the resources needed to maintain appropriate technical proficiency for consulting with prospective customers regarding participation and communicating participation requirements that are aligned with the program policies and procedures.
Reviewing marketing and outreach workflows and suggesting operational improvements as needed.
Communicating between program management and program staff to ensure marketing, outreach & enrollment strategy and goal updates are provided effectively in a timely manner.
Educating staff on program changes, pipeline status, and other critical information.
Providing professional customer support on a range of items including program requirements, technical assistance, problem-solving, and timely project status updates.
Drafting and delivering professional reports to program management and clients.
Working independently as well as collaboratively with multiple team members, customers, and stakeholders; in addition to leading and inspiring outreach and enrollment staff.
Managing staff will also be a component of this role but will not include managing every staff member of the customer acquisition team. This role will likely include 1-3 direct reports.

Qualifications

QUALIFICATIONS:

Bachelor's degree in related field and a minimum of ten years of related marketing, outreach, enrollment, or customer service experience within the energy or related sector.
Experience working closely with a marketing team to implement a marketing strategy that drives leads and conversions.
Master’s degree or relevant professional certification is a plus but not required.
Demonstrated ability to meet client/project goals, manage multiple tasks, track project finances, and
ensure timely and effective project delivery.

Interpersonal skills:
Strong customer service skills that include highly effective communication in-person, over email, and over the phone.
Self-driven and a team player with analytical, problem-solving, and decision-making capabilities.
Ability to develop and maintain effective relationships with program partners.
Experience and comfort with public speaking, direct outreach, and networking.
Ability to coordinate, schedule and conduct team meetings professionally.
Ability to effectively work across multiple internal functions (engineering,
marketing, operations, etc.).

Organizational skills:
Excellent time management skills including the ability to monitor and manage progress while identifying opportunities to improve the program workflows.
Ability to create and monitor KPIs to support program goals.
Demonstrated experience with field-based activities (e.g., industry marketing and education events) and ability to effectively work remote.
Technical competency:
Strong computer proficiency that ensures day-to-day work and meeting attendance can be performed successfully, particularly in a remote environment. Experience using MS Office (i.e., Outlook, Word, Excel, PowerPoint), MS Teams, Zoom or other virtual communication applications, as well as the ability to conduct independent computer-based research is required.
Previous experience with utility programs, building performance principles, energy efficiency terminology, Title 24, benchmarking, or construction management is highly desirable.
Applicable experience leading effective program outreach, enrollment, and/or marketing strategies is highly desirable.
Experience utilizing a Customer Relationship Management (CRM) system or a similar system to effectively track pipeline/outreach/business development activities is a plus.
Other:
Eligible to work in the United States. Ability to travel within California.
Valid driver's license in the State of California (must be obtained prior to employment); ability to travel within California.
Low-income/disadvantaged community, EV charging, energy storage, and/or demand response deployment experience is a plus.


In accordance with local law, the following compensation range is applicable for the job and location associated with this requisition: $85,000-110,000. Compensation will vary based upon experience, education, skill level, and other compensable factors.
