Description:

Are you skilled in solid waste or contract management, passionate about sustainability, and committed to fostering positive community experiences? The City of Issaquah is seeking a dedicated and customer-focused professional to join us as a Solid Waste Program Analyst.

As a Solid Waste Program Analyst, you will manage the City's solid waste franchise contract with our contracted hauler, Recology CleanScapes. You will measure and monitor progress on solid waste performance measures, in particular the waste diversion goals in the City’s Climate Action Plan. In addition, you will serve as the primary point of contact for customer/resident complaints and will be active in ensuring a positive customer experience. You will also oversee and implement solid waste outreach and education programming to ensure that our community remains informed and engaged.

Essential Functions
Manages the solid waste collection contract, including acting as the day-to-day liaison between the City and contracted hauler.
Interprets the contract; evaluates and recommends changes to the contract; facilitates contract negotiations.
Provides customer and/or community care: assesses customers' needs and assists with troubleshooting, researches issues, records, organizes, and tracks customer interactions, and responds to customer issues to support positive customer experiences.
Oversees and implements solid waste outreach and education programs.
Develops and monitors progress on solid waste performance measures, particularly on progress towards waste diversion goals in the Issaquah Climate Action Plan; analyzes data and makes recommendations including policy, code development, and program implementation recommendations.
Seeks and manages grant opportunities to support solid waste programs and projects.
Develops strategic solid waste policy options for management consideration and provides input, analysis, and assistance on regional solid waste issues.
Manages the utility discount program for solid waste discounts within the City, including coordinating with the contracted hauler and City’s utility billing department.
Manages special recycling events including communication and outreach on events, contract management, reviewing the site options, and the materials collected at the event to ensure that residents are provided the most effective and efficient collection programs.
Tracks and prepares memos on impacts to the City on legislation related to solid waste and recycling.
Coordinates with other City departments on emergency management responsibilities and planning that relate to solid waste, hazardous waste and debris management.
Works effectively with other staff members, regularly coordinating with and providing assistance on solid waste matters, as needed.
Oversees mandatory state reporting on city composting.
Works with code enforcement on compliance with City Food Service Packaging Ordinance and other solid waste related requirements.
Attends and represents the City at regional and partner meetings.
Presents on solid waste issues to the City Council, City Boards and Commissions, community groups, and other similar forums as needed.
Completes special assignments as requested.
Qualifications
Bachelor’s degree in environmental studies, environmental sciences, public administration, business administration, or related field.
Four or more years of experience in program administration, project management, or contract management, preferably in solid waste or similar fields.
Or any combination of education, experience, and training that provides the knowledge, skills and ability required to perform the job.
Valid Washington State driver’s license and a driving record that meets City standards.
