The Department of Natural Resources and Parks (DNRP) Wastewater Treatment Division (WTD) is seeking eight energetic and motivated candidates for our Workforce Development Program.
The program provides recruitment, mentorship, training, placement, and retention services for entry-level candidates who are building their skillset or are new to the water sector. Candidates will receive extensive onboarding, participate in tours and site visits, and receive challenging assignments while exploring our different work groups. Our goal is to help you find your passion, your place in our agency, and support your continued career growth.
Candidates will have the opportunity to join a diversity of colleagues in our planning, engineering, project management, project control, and construction management units.
Responsibilities for the Project/ Program Manager I will be performed under direct supervision. Candidates with experience may handle tasks independently with minimal direction and guidance, while more complex tasks and projects are performed under closer supervision. All candidates will be mentored by senior staff.
Competitive candidates will be open minded, skillful problem-solvers who value equity and environmental justice. As these positions are primarily telework, the ability to build relationships, analyze issues with no clear answer, and collaborate on common objectives is critical. Candidates who can measure, monitor, and communicate processes, progress, and results will quickly transition out of the program and into permanent positions.
Job Duties
What You Will Be Doing:
Participate in research and collect, compile and analyze information for various plans or specific projects.
Coordinate technical information for use by the project teams, assist in preparing project work plans and present findings.
Perform field work, including data collection, surveys and studies.
Perform contract administration in support of capital projects and programs.
Manage contracts, budgets, and data in the internal project management database.
Participate on interdepartmental, intergovernmental or private sector partnership teams.
Develop and disseminate communication materials. Respond to inquiries from the public.
Establish and maintain electronic files.
Work with others to research, prepare and monitor project scopes, cost estimates, schedules and budgets. Document changes to scope, schedule and budgets.
Lead work teams for small projects or specific components of larger projects. Coordinate teams of in-house experts and representatives of jurisdictions involved to execute a project. Assign and track work assignments of team members.
Monitor and manage projects within existing policies and procedures. Identify conflicts.
Assist in the procurement process for consultants, equipment and construction work.
Assist in reviews of consultant deliverables. Identify and resolve potential coordination conflicts.
Under close supervision, perform a variety of inspection activities to ensure compliance with plans, specifications, codes, and safety requirements.
Provide technical assistance during construction, including submittal reviews.
Assist in planning and conducting inspections of facilities.

What you Bring:
College degree in environmental studies, environmental science, urban and regional planning, geography, engineering or closely related science or humanities field. Or two years of closely related work experience post-high school.
Experience that demonstrates knowledge of planning, design, data analysis, project management, construction management, inspection, and/or financial accounting techniques.
Analytical and problem-solving skills.
Experience leading, managing, or assisting in the completion of a project.
Experience following organizational steps, processes, and policies.
Ability to manage multiple priorities with conflicting deadline.
Demonstrate ability to communicate effectively verbally and in writing.
Proficiency in use of software that supports the delivery of work products, such as Word, Outlook, PowerPoint, Excel, SharePoint, and database management programs.

Working Conditions:
Remote and Onsite Work Details: This position performs work remotely with onsite work requirements as informed by business needs. This position reports onsite on the first day of employment for orientation, onsite daily during the first month, and several times weekly thereafter during the following five months. This is subject to change based on business needs. Employees must reside in Washington State and be within a reasonable distance to their King County worksite to meet workplace reporting requirements.
Primary Onsite Location: The primary onsite location is King Street Center (201 S. Jackson St, Seattle, WA 98104). This location offers excellent accessibility through multiple mass transit options ensuring convenient and sustainable commuting. This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.
Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
